Every car on Delhi roads needs a valid fitness certificate. For private vehicles, this comes up at registration renewal. For commercial vehicles, it is required annually. Most drivers know about brakes, tyres, and emissions — but cracked windshield condition is a less-discussed part of the inspection that can absolutely cause a failure.
The question comes up regularly at CitiGlass: my fitness certificate renewal is coming up and I have a crack in the windshield — will it fail? The honest answer depends on where the crack is, how large it is, and which inspection centre you go to. This guide gives you the clear picture.
The Motor Vehicles Act and the Central Motor Vehicles Rules set the legal framework for vehicle fitness in India. Rule 100 of the Central Motor Vehicles Rules covers safety glass requirements. It requires that windshields in motor vehicles must be made of safety glass that does not splinter into dangerous fragments on impact, and must be of such nature and so installed as to ensure the driver has a clear view of the road.
The key phrase is ‘clear view of the road.’ A crack that obstructs the driver’s primary line of sight is a legal violation regardless of its size. A crack at the edge of the cracked windshield, outside the driver’s direct field of vision, is less clear-cut under the rules — and this is where inspection discretion comes in.
In practice, fitness inspection in Delhi focuses on several windshield-related factors:
Any crack, chip, or damage directly in front of the driver — within the swept area of the wipers, and particularly in the primary viewing zone — will typically result in a failure. This applies to cracks of any size if they are in a position that affects visibility.
Cracks longer than approximately 25 to 30cm are generally considered beyond repair and are a common failure point. Long cracks that extend toward the edge of the windshield are particularly concerning because they indicate structural compromise. An inspector seeing a crack running edge to edge will fail the vehicle.
An inspector may press along the windshield edge to check for movement. A windshield that flexes when pressed, or where the seal has visibly lifted, indicates improper bonding and is a structural safety concern. This kind of failure is less common in newer vehicles but is seen in cars where a previous replacement was done poorly.
The windshield glass must carry the ISI/BIS mark as per Indian standards. In practice, this is checked less rigorously than visibility and structural factors at most inspection centres — but it is technically a requirement, and vehicles with uncertified replacement glass are at risk.

The safest approach before a fitness inspection is to get the windshield assessed and any significant damage repaired or replaced. Arriving at an inspection with a visible crack and hoping it passes is a gamble — and if it fails, you are back to the workshop anyway, now under time pressure.

Delhi traffic police can issue a challan for a windshield crack that obstructs the driver’s vision under the Motor Vehicles Act. The fine amount has increased significantly under the amended MV Act 2019, with penalties for vehicle condition violations now ranging from Rs 1,000 to Rs 5,000 for first offences.
For commercial vehicle operators, a cracked windshield on a fleet vehicle can result in fines across multiple vehicles simultaneously during a traffic check. Keeping fleet windshields in good condition is both a safety and a compliance priority.
A cracked windshield can absolutely fail your car’s fitness certificate in Delhi, depending on the location, length, and severity of the damage. The rules are clear on visibility obstruction — any crack that affects the driver’s sightline is a legal problem, not just an inspection one.
